Blue dragons are not native to Dowdun Reach, because blue dragons are not native anywhere. They are creations of the dragonkin, and this particular strain is Lacrussa's work. Lacrussa did not consider them failures, but she did not consider them successes, either. They were stepping stones: and, as such, she let them rest on Dowdun Reach.
Rasthin changed everything. She came to Avisk with a gift: 'Jas Moksha', in the tongue of the Kin. It was a device that imbued Avisk with the element of air. Avisk accepted the gift politely. Rasthin could have over-powered him with ease. He played supplicant and took the gift, hoping that it wasn't a trap or curse.
That disdain shifted once Avisk realised that the powers were not limited to the material realm. He could move with alacrity, purpose and strength in the minds of others. Minds that were once closed to him blossomed like a flower. He dabbled with ogres, and then moved on to blue dragons.
Within the minds of blue dragons, he found a secret. There was a blockage - a multi-faceted prism - that kept their potential at bay. It redirected their thoughts in wild directions, made them unruly. It seemed that their animalistic nature was a product of mental hindrances, rather than physical. With his new powers, he could solve a problem that had hounded Lacrussa for centuries.
