It's an odd idiom - you would imagine that would be both uncomfortable and give an archer the shivers, precisely what they wouldn't want - but it's meant to indicate a steeliness, a cold efficiency. Well, imagine applying a tap (or faucet, if that's your orientation) to an archer and draining them for a drink. That would be the cooling relentless infusion.
